Manual Fundo de Áreas Protegidas

Um importante elemento inovador do Arpa na sua primeira fase (2003-2010) foi a constituição do Fundo de Áreas Protegidas (FAP). Trata-se de um fundo fiduciário do tipo endownment fund (fundo de doação) que investe apenas os rendimentos reais do capital depositado. O FAP é revestido de caráter de política pública e interesse público, motivo pelo qual encontra no Ministério do Meio Ambiente seu órgão instituidor. O Fundo Brasileiro para a Biodiversidade (Funbio), executor financeiro do Arpa, realizará a gestão do FAP.

Este Manual Operacional do Fundo de Áreas Protegidas foi concebido no intuito de orientar e apresentar as diretrizes para o uso dos recursos do FAP, sendo uma ferramenta de trabalho de fácil acesso para todos os envolvidos na sua implementação e operação cotidiana.

Os procedimentos descritos neste manual refletem os acordos de doação realizados na primeira e na segunda fase do Arpa, que viabilizaram a criação e a implementação do FAP e o Acordo de Cooperação assinado entre o Ministério do Meio Ambiente e o Funbio para execução do Programa.

O Manual Operacional do FAP está organizado em seis capítulos. O primeiro discorre sobre o Arpa, seus objetivos e suas metas. O segundo capítulo abrange os objetivos do FAP, apresenta sua governança e como será estabelecido o gerenciamento do Fundo. O terceiro descreve a composição de recursos do FAP. A abordagem sobre a operacionalização do Fundo, no que diz respeito ao planejamento das UCs, encontra-se no quarto capítulo. O quinto relata a prestação de contas e a auditoria físico-financeira. No sexto é demonstrado o mecanismo de salvaguardas do FAP. Por fim, são apresentados os anexos deste Manual.

required to promptly report any activities which he/she reasonably believes, in good faith, constitute unlawful

conduct, conflicts of interest, or activities that are in violation of Funbio’s policies. In addition, employees are

encouraged to report any issues, concerns or activities that he/she believes in good faith are unethical,

suspect, questionable or may be contrary to the institution’s policies, practices or operations. Accordingly,

Funbio has established procedures for (i) reporting by employees of suspected violations or other concerns,

and (ii) the receipt, investigation, and treatment of these reports.

Gender Mainstreaming Action Plan | Plano de Ação para a Igualdade de Gênero

In this Action Plan, Funbio seeks to mainstream these and other advances in gender equality and development decision-making within the framework of its project cycle. To this end, Funbio has (a) identified a set of principles to orient its work in gender mainstreaming and established (b) internal structures for the monitoring of gender issues within its project cycle and (c) policies promoting proactive actions for achieving greater gender equality in its projects.

Code of Ethical Conduct | Código de Conduta Ética

This Code of Conduct defines behavioral norms, with the objective of orienting and formalizing institutional and operational relationships, minimizing the subjectivity of personal interpretations of what constitute moral and ethical principles. In this vein, the information contained herein must be reflected in our professional actions, so that we can attain ever higher quality standards, and which promote a positive differential in the exercise of our activities.

Environmental and Social Safeguards Policy | Política de Salvaguardas Ambientais e Sociais

Funbio recognizes the importance of explicit in-house environmental and social safeguard policies and practices as an integral part of sustainable development efforts supported by the institution. While Funbio, by its nature, does not support projects that entail significant environmental risks, it is important to document possible adverse project impacts in the clearest manner possible to minimize operational and reputational risks.

Indigenous Peoples Policy | Política para Povos Indígenas

,

With 236 distinct Indigenous peoples, located on 565 different Indigenous Lands, and speaking over 180 languages,i Brazil is one of the most culturally diverse nations in the world. Indigenous Lands encompass over 12% of the total area of Brazil, which operate under a special regime of protection, and Indigenous peoples are important managers of this rich natural heritage. Although FUNBIO does not have as part of its direct mandate working with Indigenous Peoples, it has prior experience with several projects that involve Indigenous Peoples and anticipates that future projects may incorporate such involvement.

Feasibility Assessment for Creation of a CTF in Mozambique

,

Two-month analysis carried out in 2008 to explore the feasibility of creating a national-level conservation trust fund in Mozambique, and to recommend a follow-up strategy for implementation, including recommendations regarding design options (e.g. entities that could receive proceeds, conservation strategies for programming of fund proceeds, etc.).
